Software to manipulate PDF files

What software do I need to manipulate software files in PDF. I have a price sheet that a Graphics expert made for me which is a PDF. I would prefer to not have to bother him on this as he did it as a favor for me.

What software do I need to change prices from time to time? I have a Macbook Pro with OS X 10.7.4.

Do I need PhotoShop Elements or is there a free or cheaper solution available?

If I need PhotoShop Elements, is there a book that shows me how to do it?
